China steps up drive to promote transfer and application of HEI research outputs

A symposium on advancing regional technology transfer and application centers in higher education institutions (HEIs) was held in Jiangsu Province on April 23. The meeting aimed to renew efforts to develop regional centers, accelerate the efficient transfer and application of research outputs, and explore new approaches to integrating innovation, industry, capital, and talent chains in order to support the development of new-quality productive forces. Minister of Education Huai Jinpeng attended the meeting and delivered a speech.

Huai stressed the importance of fully understanding the strategic significance of the deep integration of science and industry in the context of a new round of technological revolution and industrial transformation. He said that such integration is essential to enhancing national competitiveness, fostering new-quality productive forces, and advancing higher education reform. He added that HEIs should shift from a focus on disciplinary development toward better serving national strategic needs and fulfilling their mission in the new era.

Huai noted that this year marks the start of the 15th Five-Year Plan period and is also a pivotal year for implementing the Three-Year Action Plan to develop China into an education powerhouse. He called for making the promotion of science–industry integration a key priority in education planning and combining effective markets with proactive government action to establish sound mechanisms for the efficient transfer and application of HEI research outputs. First, a systematic approach tailored to local conditions should be adopted to create synergy and improve efficiency within a coordinated system comprising regional centers, advanced research institutes, and national university science parks. Second, a demand-driven, problem-oriented research approach should be pursued to develop practice-based talent training models rooted in industry needs, deepen industry–academia–research integration, and strengthen alignment between talent supply and industrial demand. Third, integrated support should be provided to strengthen policy coordination, mobilize resources, and bring together scientists, entrepreneurs, and investors to enhance knowledge creation, value generation, and talent development.

Huai emphasized that regional centers are key to the transfer and application of HEI research outputs, and that they should focus on capacity building in three areas: establishing efficient service systems, fostering open and inclusive innovation ecosystems, and creating coordinated cooperation mechanisms. Specifically, one-stop public platforms should be established for faster concept validation and pilot-scale testing; a pipeline of high-level technology professionals should be put in place by promoting science and technology business education and exploring high-quality training models; and a relay-style technology finance system should be set up to support early-stage, small-scale, long-term, and hard-tech investment.

The symposium was chaired by Vice Minister of Education Xu Qingsen. Representatives from local governments, HEIs nationwide, and Jiangsu High-Tech Investment Group also spoke at the meeting. Other participants included officials from relevant central and local educational authorities, participating universities, and regional centers.

During his stay in Nanjing, Minister Huai visited the Nanjing Biomedicine Sub-Center and attended the launch ceremony of the Jiangsu Regional Center’s Integrated Service Center.
